Education path

I obtained my medical degree from the New University of Lisbon school of Medicine - Nova Medical School - in 2000, and finished my Internal Medicine Board Examination in 2011. I studied a Master in Management from the University of Cambridge (Judge Business School), where I defended a dissertation on “How to teach Management and Leadership to Medical Students”, and then a PhD degree at the same University with a thesis on “The use of Mobile ICT in clinical Settings”. As I concluded my medical residency in Internal Medicine I did a Masters in HIV/AIDS from the University of Barcelona. I have studied post-graduated degrees in Public Procurement and Business Management, and on 2018 started a master degree in Law at the Portuguese Catholic University, now working on a thesis about Public Liability Implications of Artificial Intelligence in Health. I have more than 40 peer-reviewed articles and some book chapters and other minor publications in the areas of Mobile computing in healthcare, medical education and eHealth and hundreds of conference presentations/keynotes in the area of eHealth. Work Experience

I was President of the Board of SPMS (www.spms.min-saude.pt) the Shared Services and eHealth/IT authority of the Ministry of Health, since April 2013 until march 2020. After having served for 2 years as Adjunct for Health IT to the Health Secretary of State of Portugal. This gave me a profound experience in leading a 1800 staff national Agency which manages most Digital National Systems in Portugal, and Centrally Procures more than 1,4 billion euros of Goods and Services to the Portuguese NHS.

I was responsible for setting up the Health Information Sharing Platform for Electronic Health Records in Portugal, Nationwide ePrescription/eDispensation, national vaccination records, and many other national eHealth projects. Represented Portugal at the eHealth Network (https://ec.europa.eu/health/ehealth/policy/network_en), the EU body responsible for eHealth Policy in the Union, since its creation in 2012. This network is lead by two co-chairs (an European Commission co-chair and a Members States co-chair), I was elected by all Member States as co-chair and served from 2018 until march 2020. I was responsible, as chair of the subgroup of the eHN, for the establishment of the European eHealth Digital Services Infrastructure (eHDSI) for Cross-Border health data sharing. Have been a participant in several EU funded interoperability projects, like epSOS, ACCESS CT, VALUEHEALTH, TRILLIUM I and II, eSENS and others; and coordinated some of them like the EXPAND Thematic Network, and the Joint Action to work on fostering eHealth in Europe with more than 27 Members States (eHealth Action - http://ehaction.eu

Previously I worked as the first CMIO – Chief Medical Information Officer - in Portugal, at Hospital Fernando Fonseca for 5 years. I founded, and coordinated for 3 years, the Center for Investigation and Creativity in Informatics, where I supervised projects in robotics, mobile computing and database exploration and intelligent systems.

I was Health Executive Education coordinator for more than 14 years at FT-Ranked Catholic Lisbon Business School, and presently teach health management, leadership and medical informatics in Portugal and abroad both at top management schools as well as medical and other health professionals’ schools.

What I do now...

I am part-time Professor at a Medical School and two Business schools, teaching and researching in Digital Health, Leadership and Management education for Medical Students and Health Professionals. I work on individual consulting projects in Digital Health, Digital Healtcare Systems and Transformation.
